Project in Olaine, Latvia: A Shift in the Current Prison System

CEMEX is contributing to a new resocialization center for addicts in Latvia that will support their reintegration into society.


It is almost a year since the “factory of positive changes” began construction. Within the prison at Olaine, Latvia, a new resocialization center will aim to provide alternative methods of therapy for individuals that struggle with addictions. The project is of national importance because it marks the beginning of a shift in the way Latvia manages rehabilitation within its prison system.

According to the Latvian Ministry of Justice, within the current system it is difficult to isolate prisoners that struggle with addiction. This new complex is designed to remedy that problem and support some 200 inmates within the prison system through specialized programs to decrease recidivism.

“We welcome the opportunity to participate in this project which will play a huge role in the reintegration of lawbreakers,” said Ojārs Lapsa, CEMEX Area Sales Manager. CEMEX supplied 3,270 cubic yards (2,500 cubic meters) of concrete for the foundations, floors, walls, and other elements of the center.

Since the construction site is located within a closed facility, there were specific safety demands for material supplies. “Even though construction work inside the prison was performed in a fenced territory, two control points had to be passed for each ready-mix concrete supply,” Lapsa explained. “Thanks to our company’s existing experience complying with such strict safety demands, this didn't cause us any inconvenience, and all supplies were timely.”

The building is divided into three blocks, each with two floors. The A and C blocks contain facilities for individual and group therapies, as well as occupant cells. The B block contains training rooms, a computer lab, library and reading room, and a gymnasium.

SIA RE&RE was the general contractor on this project and Extra Serviss Apsaimniekošana was the subcontractor responsible for concreting and bricklaying. “We have collaborated with CEMEX on other challenging projects, including construction of an embassy complex in Riga. Partnering with CEMEX is always a positive experience; work is performed on time without any problems,” said Uldis Vītols, Manager of Construction Works.
